New 'Cash Law' Could Change Grocery Store Rules

A new bill proposed in Ohio could transform the way businesses carry out transactions and offer a lifeline to Americans who still prefer to use cash when shopping.

The CASH (Currency Access to Spend Here) bill, which is being considered by lawmakers in the Buckeye State, would require businesses to provide at least one point of sale that accepts cash for transactions under $500.

It was introduced by Republican State Representative David Thomas in response to concerned constituents who have faced problems when trying to pay with cash.

Why It Matters

Despite the broader trend toward a cashless economy, 14 percent of Americans reported using cash for almost all or most of their transactions in 2022, while 41 percent said they never used cash, according to the Pew Research Center.

The CASH Act is part of a growing movement nationwide to guarantee consumers the right to pay in cash as more retailers and institutions shift to cashless operations. It follows in the footsteps of the bipartisan Payment Choice Act introduced by Senators Kevin Cramer of North Dakota and Pennsylvania's John Fetterman, a Democrat, in July.

If the CASH Act becomes law, it would mean major grocery chains and retailers would need to ensure they have at least one register which could accept cash payments.

What To Know

The CASH Act mandates that any business or government entity operating within the state must provide at least one point-of-sale location able to accept cash for transactions of $500 or less.

Additionally, it prohibits businesses from charging higher prices to customers who pay with cash compared with those who use digital or card payments.

The law would apply to both staffed registers and automated systems, offering flexibility for retailers who have adopted self-checkouts.

Thomas, said in a press release on October 30: “It's simple, cash is the basis for business in America. Our taxpayers should always have the ability to use cash in their daily lives.

"I hear from residents who may not trust virtual payment options or just prefer to use physical cash. This bill balances the needs of government and business to be efficient with the ability to still rely on physical currency.”

According to Ohio news outlet NBC4i, at the bill's first hearing in the House General Government Committee, Thomas said: “Cash is more than king; it is the basis on which our economy moves."

What Happens Next

House Bill 554 is awaiting further hearings in the Ohio House General Government Committee.
