After assuring fans that skill-based matchmaking would take a backseat in Call of Duty: Black Ops 7, one user has tested this, and it seems like it isn't quite as open as people hoped.
During the Black Ops 7 beta, Treyarch made waves with the community by introducing open matchmaking via a special playlist, which was celebrated by the community at large. After testing skill-based matchmaking again for feedback (which everyone still disliked), it was announced that Black Ops 7 would implement open matchmaking as default.

Watch On
Youtuber XclusiveReloaded put this to the test, comparing games on his main account versus a brand new account. The tests found that when playing on their high-tier account that his ping was significantly lower than it was when playing on the new account (one out of 10 games were in the 20 ms range compared to eight out of 10 on the new account).
This shows that in some cases skill difference is being considered above ping, which in turn results in a different gameplay experience depending on your skill level. While XclusiveReloaded does concede that it's still a better experience than previous Call of Duty entries, he concurs that it's a step down from the beta experience.
Naturally, fans are not happy about this perceived rugpull, with the ModernWarzone Twitter saying, "Just watched Ace’s entire SBMM video and… not looking good." They also expressed hope that Treyarch responds to this, saying "his results definitely indicate a trend of skill not being minimally considered in his matchmaking."
Meanwhile, ModernWarzone owner DougDagnabbit adds that these are "Genuinely such sad results." He adds, "It’s at least been proven that skill is considered above ping in some instances, which should NEVER be the case... Just gotta laugh at this point."
