By Jesus MesaShareNewsweek is a Trust Project memberFrench President Emmanuel Macron is launching a new voluntary military service for young citizens, aiming to fortify France’s armed forces as fears grow over Russia’s ambitions in Europe.
Announced Thursday at a military base in the French Alps, the plan will give 18- and 19-year-olds the opportunity to serve 10 months in uniform, all within France or its overseas territories. The program will begin in summer 2026 with 3,000 participants, scaling up to 10,000 annually by 2030 and potentially reaching 50,000 by 2036 depending on security needs.
"In this uncertain world where might triumphs over right, war is in the present tense," Macron said in his announcement, calling the initiative "an act of trust in our youth."

The move comes amid similar efforts across Europe as uncertainty grows over the outcome of peace negotiations between Ukraine and Russia, mediated by U.S. President Donald Trump. Belgium and the Netherlands have introduced voluntary military programs, and Germany is preparing a comparable initiative.
Meanwhile, ten EU countries—including Finland, Greece, and Lithuania—still maintain some form of compulsory service.

The policy marks France’s most significant move toward remilitarization of its civilian population since it ended conscription in 1996. Macron emphasized that this is not a return to a draft, but a voluntary system designed to create a new layer of national defense. He said the €2 billion effort would strengthen the country's ability to prepare for and respond to future threats, particularly from Russia.
"The day that you send a signal of weakness to Russia—which for 10 years has made a strategic choice to become an imperial power again, that’s to say advance wherever we are weak—well, it will continue to advance," Macron told RTL radio earlier in the week.
...France currently has about 200,000 active-duty military personnel and over 40,000 reservists, making it the second-largest armed force in the European Union after Poland. Macron’s goal is to increase the number of reservists to 100,000 by 2030 and invest €64 billion annually in defense by 2027, doubling the military budget from the start of his presidency.
Young people who complete the new service will have the option to return to civilian life, join the reserves, or pursue a full military career. All training will take place on French soil. "We must absolutely, immediately, dispel any confused idea suggesting we are going to send our young people to Ukraine," Macron said, according to RFI.

Thomas Gassilloud, president of the National Assembly's defense committee, told the BBC: "The new military service moves us toward a hybrid model for the armed forces. We went too far in relying solely on professionals."
Gen. Fabien Mandon, France’s new army chief of staff, said last week, according to The Associated Press: "Unfortunately, Russia today—based on the information I have access to—is preparing for a confrontation with our countries by 2030. It is organizing for this, it is preparing for this, and it is convinced that its existential enemy is NATO."
What Happens Next
Macron has announced 6.5 billion euros ($7.6 billion) in extra military spending in the next two years. He said France will aim to spend 64 billion euros in annual defense spending in 2027, the last year of his second term. That would be double the 32 billion euros in annual spending when he became president in 2017.
